The Ghana Maritime Authority (GMA) is responsible for the training and certification of Ghanaian seafarers in accordance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended. The STCW Convention sets the minimum international requirements for seafarer training, certification, and watchkeeping. It has been incorporated into Ghanaian law through the Ghana Shipping (Standards of Training, Certification, and Watchkeeping for Seafarers) Regulations, 2016 (L.I. 2229).
To obtain a Ghanaian Certificate of Competency (CoC), seafarers must meet the requirements set by the STCW Convention and L.I. 2229. The GMA conducts examinations and issues CoCs to seafarers trained at approved Maritime Education and Training Institutions (METIs). Currently, the GMA has one approved METI: the Regional Maritime University.
Under Regulation I/10 of the STCW Convention on mutual recognition of certificates, the GMA has signed Memoranda of Understanding (MoUs) with 34 major ship-owning countries. As a result, seafarers holding Ghanaian CoCs can serve on a wide range of ships and flag states.
